BD Key Failed and F5 stucked Offline state after update

I upgraded the software from 15.1.10.2 to 17.1.1.3 latest release of 17.x version but after the reboot, there is "botd down" warning on tmsh screend and device never gets online state. Also i checked the deamons, and i saw BD KEY failed. Is there any idea or experience on this issue?

    The botd service is dependent on the database, it might be that the database can't start for some reason.

    To begin troubleshooting this issue, review the log data (/var/log/ltm and other files in that directory) and use the "bigstart status" command to see precisely what services can't start.
