Big-IP 9.4 GUI login banner

Seems this is the hardest documentation to find on how to change this banner. Searched everywhere. Can't find anything. I need to change login banners and unlike the later versions I can't find anyth...

If you are looking for changing content on the login page of the GUI,

Go to 
system->preferences
and you will find the login banner settings under security settings
