Big-IP can't start due to licenses?

Hello,   Licenses on my BIG-IP were expired and when I wanted to add new licenses I found that BIG-IP is always restarting in browser. I tryed ssh command "tmsh load sys config" and it breaks with...

The issue is that your evaluation license is expired:
