bigip_base.conf not loading

I have a problem restoring configuration from a .ucs file to a blank v10.2.3 HF1 LTM. The error message says: --- Loading the configuration ... BIGpipe self IP address creation error: 01070277...

just look at the file and perhaps this is normal i find this section odd:

}
**shell write partition Common**
vlan datapriv1

does that really belong there?
