This is by design, see solution Restoring the BIG-IP configuration to factory default settings
When you restore the BIG-IP configuration to factory default settings, the system performs the following tasks:
Removes all BIG-IP local traffic configuration objects
Removes all BIG-IP network configuration objects
Removes all non-system maintenance user accounts
Removes system maintenance user account passwords (root and admin)
Removes BIG-IP module data and policies
Resets the host name to the default value
Resets the local trust domain
Retains the management IP address
Retains the BIG-IP license file
Retains files in the /shared partition
Retains manually-modified bigdb database variables
Flags the Setup utility to run when the next user logs in to the Configuration utility
