The IP Intelligence database is not an F5 database but supplied by Webroot BrightCloud so think you would need a license to pull and initialize the database.
The IP Intelligence license is a subscription license (IPI Subscription) and guessing you need to get this initially to pull the database. Once pulled it will update every 5 mins as long as you have an active license. Once pulled and initialized should be able to keep using the database locally but you will just be unable to get any future updates from WebRoot.
Not had much use with this outside of ASM but you can manually add Black List Categories and new Feed Lists so guessing if you have a free feed and/or setup manually categories and entries this would initialize the database for you to search against, but never had any experience of doing it.
