One of the problems that occur is the VPN adapter does not have permission to install. You should check that it is actually installed on the client machines.

The F5 troubleshooting utility shows several files missing from C:\Windows\Downloaded Program Files\ but the documentation says that their presence is dependent on the version of WIndows, etc installed
