How to read profile stats?

I have the following stats for a tcp-lan-optimized profile:

Connections
Open    11
Accepted    0
Not Accepted    3
Established     66.0M
Failed  23.6K
Expired     11.2K
Abandoned   23

What does "Not Accepted" really mean, and what happens when a connection is not accepted like this?

    From what I was able to find here, it looks like Not Accepted connections are connections that have been established but not yet accepted.

     

    I'm not sure, but maybe it would mean the connection has been initiated, but is going through whatever handshakes need to take place before the connection is accepted. Just a thought.
