Use the _sys_https_redirect rule on the HTTP VS's.

It's literally

when HTTP_REQUEST {
       HTTP::redirect https://[getfield [HTTP::host] ":" 1][HTTP::uri]
}

Oh, and remove the pool from the HTTP VS.
