If you are running BIGIQ v4, you should upgrade to 5.1.0, and check if you still have the same behaviour after. There is a big difference between v4 and v5. The latest version for BIGIP sometimes is not the best option, but with BIGIQ or EM normally the latest is the best option.
In v5.1.0, not sure if in v4 as well, you can select which service you want to collect data, in this case service means module (like LTM). You can use this to minimise the amount of data is exchanged between the BIGIQ and BIGIP.
Lastly, how the memory works in the BIGIP/Linux is not simple, also the CPU utilisation gets complicated because the use of multiple cores. So, you need to make sure you are looking the correct data.
At the end, if you still have problems, open a support case with F5 support with qkviews, and they should be able to tell you who/what is causing the problem.
