In order to install a new version of BIG-IP software, F5 requires that you have an active support contract. The way you "prove" that is by reactivating your license on the F5 License Server to update the Service Check Date in the license. The Service Check Date needs to be newer than the release date for the version you are installing. Your BIG-IP system is currently awaiting verification that you have such a contract. All you need to do is generate a dossier, upload it to the F5 License Server, download an update license, and install it on BIG-IP. Since your GUI is not accessible at the moment, you may have to do that from the command line. I recommend you consult this article:
