While it's not possible to give you a high quality answer with that question, I would suggest you upgrade to 13.1.0, then try going to 13.1.0.7. If that doesn't help, I would open a support case, as we will need a lot more information in order to help you in a meaningful way.
You can also try deploying a new VE with 13.1.0.7 and restore a UCS. Note that you will have to call to get your license moved if you choose this route.
