Simple Compression Question

I have a basic question on Compression.

 

 

How does the license work? If I have 5Mbps standard - what does that mean... if I go over 5mbps does nothing else get compressed until it drops below 5mbps or does the compression stop and only reset after 24 hrs...

 

 

i.e. is the license "I will compress up to 5Mbps a day and stop" or

 

 

"I will compress up to 5Mbps and anything over that is uncompressed until the rate drops below 5Mbps again"

 

 

This will lead to my next question - best practice to size the appropriate license...
