you check the release notes for HF3 and HF4 and see if something is mentioned. if you have the support contract i would just report it to F5 support and see if it is an known issue with a scheduled fix.
I have just come across a bug where a value that was going into a SAML attribute got a encoding error while f5 was trying to build the SAML. The reason was the value had an & (ampersand) sign in it.
Currently running F5 version BIG-IP 11.5.1 Build 2.0.121 Hotfix HF2
