On the iControl wiki homepage there are "New in version x.y" topics where I've put the methods that were added for any given release. As Rich also said, the API documentation for each method also includes an Introduced field specifying which product release it was first available in.

The iControl APIs were designed to be forward and backward compatible meaning you can use iControl v11.0 on a BIG-IP 11.6 device and use iControl v11.6 on a BIG-IP 10.0 device assuming that you aren't using methods that were introduced after the prior release.
