What is the max number of SSL TPS in Lab licence? - I can't see it documented but my feeling is it would be 500 SSL TPS.

Is it true that i can upgrade to version 13.X using my Lab license? - Well, TMOS v13 isn't out at the moment, the latest is v12, but yes, you should be able to run the latest version on offer.
