I'm confused. This is an F5 site, who makes the best load balancing hardware/software(VE) in the industry. Are you interested in the Virtual Edition, then you might want to contact F5 Sales. You could also deploy cheaply via amazon web services (AWS) and just pay based on usage.
If you are a DIY (do it yourself) type -- which seems somewhat unlikely because you are asking for advice here instead of finding it yourself -- then nginx is open source and has windows versions, though linux is still better in my opinion.

I want to balance HTTP/HTTPS/FTP load between 5 nodes.Load balancer should give high availability across Nodes. I am kind of confused with the Load balancer setup & Configuration. i never used linerate before but you may check this to see whether big-ip or linerate fits you more.F5 Friday: App Proxy or ADC? by Lori

LineRate is a light-weight load balancer, yes, but unfortunately, LineRate does not work on Windows Server. Technically, you can install VMware on your Windows box, and run a LineRate instance as a guest, but it is not recommended for production environments for performance reasons.
