VLAN groups setup causing ARP issues

Question

I am in the phase of migrating F5 3400 to 3900 and I am facing network disruption whenever I have attempted it. As per the below network diagram I have done the configs as below:
* configured the 3900's with new IP addresses including self floating IP. The 3400's don't have floating IPs on them.&nbsp;
Disabled all VS's on the 3900 to avoid IP conflicts 3400's are in production system handling client trafficssetup is one-armed mode
When I bring up the links that are connected to the core switches one by one as part of adding the 3900's into the network, there was a packet storm that the two F5 units started and affected the customer services.&nbsp;
Are the disabled VS's (IP addresses) still active or exchanging ARP messages?Is this problem related to the VLAN groups config?

End goal is gradually getting rid of the 3400's from the network throw a phased approach&nbsp;

You are probably getting a loop with vlan group.
Why are you using vlan group?&nbsp;

Disabling a Virtual Server will not prevent the BIG-IP to ARP for the configured IP address. You will need to disable ARP in the Virtual Address List setting (Local Traffic > Virtual Servers > Virtual Address List > Disable ARP).
