VLAN groups setup causing ARP issues

I am in the phase of migrating F5 3400 to 3900 and I am facing network disruption whenever I have attempted it. As per the below network diagram I have done the configs as below: * configured the 3900's with new IP addresses including self floating IP. The 3400's don't have floating IPs on them.

 

  • Disabled all VS's on the 3900 to avoid IP conflicts
  • 3400's are in production system handling client traffics
  • setup is one-armed mode

When I bring up the links that are connected to the core switches one by one as part of adding the 3900's into the network, there was a packet storm that the two F5 units started and affected the customer services.

 

  • Are the disabled VS's (IP addresses) still active or exchanging ARP messages?
  • Is this problem related to the VLAN groups config?
