How to configure active/active

I am trying to configure a pair of i4000's in active/active configuration. When I follow the instructions found here Creating an Active-Active Configuration Using the Setup Utility One of my i4000's says it is in standby mode. Am I missing something? These devices will be used for web applications, do I need to have active traffic (web sites) configured for both devices to show active? I am in the process of testing so no active sites currently configured to go through the devices.
