This is by design, see solution Restoring the BIG-IP configuration to factory default settings
When you restore the BIG-IP configuration to factory default settings, the system performs the following tasks: Removes all BIG-IP local traffic configuration objects Removes all BIG-IP network configuration objects Removes all non-system maintenance user accounts Removes system maintenance user account passwords (root and admin) Removes BIG-IP module data and policies Resets the host name to the default value Resets the local trust domain Retains the management IP address Retains the BIG-IP license file Retains files in the /shared partition Retains manually-modified bigdb database variables Flags the Setup utility to run when the next user logs in to the Configuration utility

BTW, Two VE together are in same vlan, first one can be accessed via management interface 10.10.10.12, but second one with management interface 10.10.10.11 cannot be accessed even if it is configured to factory config. we are sure management interface are configured correctly. what is wrong with second one? Thank you
