Options on custom block page

I have been asked to customize the blocking page with information as to why it was blocked, meaning info about what it was detecting and also see if there is a way that we can make it a different response code. Right now it has the response of 200 and they want me to make it some custom 400 response code so they can just monitor for the response code. Any ides if this is possible?
