local user password fields don't display

Do you mean the fields don't display in the user creation screen or the content of the field doesn't show on input?

If the password don't display that's means you use remote user directory "System ›› Users : Authentication".

the password that you use is that of the AD or LDAP or Radius ...

When you configure an external authentification (ad, ldap, radius, ...), you can in fact create user but you can't set password because the password is embeded in an external directory.

So check the directory set in your F5: "System ›› Users : Authentication".
