New VE edition LTM pair - fails over to Standby

I have newly built pair of VE LTM 13.1.1, devices, (ltm-01 and ltm-02) have a couple virtual servers built, both active and standby appear to be good in testing. But my intended active device (ltm-01) keeps failing over to the standby device (ltm-02). Pretty sure this shouldn't be a difficult thing for me to find, but I need to know why.

 

Traffic groups look a little different with 13.1. I have ltm-01 at the top for preferred order, neither is in Load Aware. My Failover method is fail over using preferred device order and then load aware.

 

Where do I start to find out why the 02 device is becoming active?
