cid.id after reboot

Hi,

Scenario:

  1. Active-Standby pair

  2. Pair is InSync

  3. Active device rebooted (reboot command)

  4. After device is back online reboot on second device

  5. Devices still InSync

  6. Some change done on Active

  7. tmsh run /cm watch-devicegroup-device launched

  8. Active device has some small number in cid.id (let's say 46)

  9. Standby device has high number (let's say 23000)

Is that normal? I was quite sure that cid.id is used to determine which device has most current config and greater number means

newer config. But it seems not to be a case as after sync both devices are reporting cid.id 46 so proper configSync was performed. Is that because of cid.time listed as newer on Active device? So in all cases not higher cid.id wins but device with newer cid.time?
