I realize that this is an old post, but I just attempted to upgrade a vcmp from 11.6.1 tio 13.x and it is also greyed out. As these are not currently in production, I was able to test a bit with them. If you select activate on the new code partition, the configuration does not copy over. It's just the management config only that's copied over, no vips, or other configuration items are copied over. While I do have ucs backups available to restore from, as this is a code upgrade, I'm hesitant to use them after upgrading past the code rev that they were made on.

Additional information from F5 Support:
"I have noticed that some versions of code - when running in a vCMP guest - do not give the option of copying over the config via the gui; the option to "Install Configuration" when activating a new boot location is just greyed out. You should still be able to copy the config over using the CLI command "cpcfg". However, whenever a base image or hotfix is installed - the config is copied over automatically."
In my case, it's not, as I booted to the new partition with the hotfix applied, and there was no configuration loaded.
