You don't need to run the "Config Sync/HA Utility" to set up a cluster. When you first install a BIG-IP you first enter a valid license, then the management settigs, than you can exit the utility in order to make custom "Network settings".
After exiting the utility, you should create an "internal-vlan" for traffic, and a dedicated VLAN for your cluster "VLAN-HA".
Once you have created these VLANs on both member. You can go to "Device Management" window. From this menu you will be able to create your HA.
You can follow this step by step guide to create a "Active/Standby" HA group
It is recommended to dedicate a VLAN-HA only for the HA, in this VLAN-HA you will have only both Appliance or VA connected.
