Hi Daniel,
First of contact F5 about your your problem "This serial number is unavailable for use":
send an email at SupportOne@ and ask them why you can not open a ticket with your serial Number.
I think that you don't have right to open a ticket your email and this serial number. Ask to SupportOne@ to allow you to open a ticket with this serial. I do it regularly for my clients and it takes no more than a day.
Second point, did you try to disable nagle algo in TCP profile?
