MSS : Maximum Segment Size

Hi guys, I have a question. I know for a fact that MSS is advertised to each other between a client and a server during handshake.But will a difference in advertising values cause a reset ?   Say ...

This is the normal traffic. Generally both side send MSS 1460 in SYN packets. But some factors effect the size of MSS. Like VPN. If there is a VPN tunnel, then the MSS size gets lower.
